[ Admire? Maybe. Wash has certainly always been the stubborn sort, probably wouldn't take kindly to a foreign culture waltizing onto his home planet and declaring them all savages. He sympathizes, more than admires, but he's been in war long enough to know that the reality is that there aren't ever any saints on either side.

Doesn't mean they're both the same -- they usually aren't. But it does mean it's not worth pretending it's black and white. ]

The rest of the planet has agreed to the Cetagandan's terms peacefully enough -- most likely under pressure, but they've still agreed. [ He lifts his shoulders in a shrug. ] If this is really the one last pocket of resistance, it wouldn't be so hard to just leave them be, if the aim was to avoid unnecessary conflict. If the aim is just to improve their lives, then it makes sense to me to focus on improving the lives of those who've agreed to it, and maybe that'll win over the rest in time.

Or maybe it won't. Either way, it'll improve the overall situation of the planet while avoiding war.

[ Solutions are never that simple either. But the Cetagandan's insistence on rooting out the remaining guerillas feels to Wash a lot more like a matter of control, than a matter of earnest desire to help. ]
