Oh - simply that the Cetagandans have a habit of getting - hmm - rather brutal when they're losing their wars. They've been known to detonate nuclear bombs in major population centers, make designer diseases keyed to the genetics of certain populations...That sort of thing. Not the sort of thing I want happening to my home.
