It's hard for Wash to really form an opinion on that when he knows so little about how it'd actually happened, her world, her Vishkar. But when it comes to corporations taking advantage of a war to further their own agendas, Wash has more than a little experience, and he can't help but assume the worst. Still the frustration in her voice was evident, genuine. She had wanted to help, and had seen it refused.
