It's not as if DS9 is particularly quiet by any stretch, or that Julian isn't capable of being a social butterfly because he very much is, but this is a lot to take in.
And a lot on top of what he's already had to take in, which makes it even worse.
The only reason he doesn't jump a mile is that he saw her coming. The dark hair and eyes, and her face and bearing are familiar even with the paint--but he's only seen Deanna Troi once or twice, and even his fantastic memory doesn't quite place it at first.
At least, until he hears her voice, and her accent is pure Betazed, and he just has to blink a few times in wide-eyed, comical surprise, because honestly, of all the places to find a crew member of the Enterprise. If it is her. But all the individual pieces have slotted into place now, and he's so sure of it.
