"In a sense, I suppose." Micah tilts their head provisionally, sipping at some water. "Alpha and Beta were both settled by generation ships -- Beta a couple hundred years before wormhole jump tech was developed. Without access to jump tech, we were much more limited in what we could explore. Beta Colony had a habitable atmosphere, and there were existing subterranean pockets we could use to jumpstart a domed environment. But Beta isn't the only colony with an unfriendly surface environment," they add, gesturing vaguely with their cup. "Komarr, for instance -- I'm sure you've heard the name by now -- is rather the opposite of Beta. The surface temperature's too cold, and too carbon dioxide-heavy, so they built domes too, though theirs are on the planet surface."
